Illicit Discharge Detection and Elimination Program  
An Illicit Discharge is defined as any discharge to the County stormwater management system (i.e. road inlets, detention ponds, or streams) that is not stormwater. In other words, if it is not raining and you see fluid flowing out of a pipe, it can be an illicit discharge. Illicit discharges can include illegal discharges from businesses, illegal sewage connections to the stormwater system, or discharges of any non-stormwater substance into the County stormwater management system. Illicit discharges are illegal and must be identified and eliminated as part of the County's stormwater management program.

The County is in the process of completing several activities to help identify and eliminate illicit discharges including:

- Developing a comprehensive stormwater management system map to identify all inlets and outfalls (discharges to the stream),

- Assessment of all the stormwater outfalls in the County for evidence of illicit discharge, and

- Development of a stormwater management ordinance to strengthen enforcement protocol for identified violators.

We also need your help!
County residents are urged to keep apprised of what is going on in the community surrounding them. You can help protect your County's stormwater system by keeping a watchful eye on what is coming out of pipes or noting any strange odors from pipes or streams. If you see evidence of an illicit discharge to the County stormwater management system, please fill out the Stormwater Complaint Reporting Form so that we can investigate potential problems.
